This is because many beliefs in this world originate from local deities, which leads to such treatment.
Therefore, it is not particularly unusual that Kousuke, an avatar of a god, is not enshrined in Dominique’s temple.
In fact, in the current world of Asgard, Kousuke is actually enshrined as a god only in the temples of the Fifth Floor and Mikusen.
However, that is a completely separate issue from whether a temple recognizes Kousuke as a god or not.
